In the January/February 2020 print edition of Foreign Affairs, Professor Serhii Plokhy (Harvard University) and Kissinger Center faculty member Professor Mary Sarotte (Johns Hopkins SAIS) explain the ways in which efforts to establish a durable post-Cold War Eurasian order have failed over the issue of Ukraine over the past 25 years.
